Result of Seminar on the Joint Crediting Mechanism (JCM) Implementation in Thailand – Contribution to GHG Emission Reductions in Thailand through the JCM –

Ministry of the Environment of Japan (MOEJ) and Global Environment Centre Foundation (GEC) in collaboration with Ministry of Natural Resources and Environment of Thailand and Thailand Greenhouse Gas Management Organization (TGO) jointly organized “Seminar on the Joint Crediting Mechanism (JCM) Implementation in Thailand – Further Contribution to GHG Emission Reductions in Thailand through the JCM -” on Thursday, December 19th, 9:00-12:00, Thailand Time (UTC+7)

Background:

  • In order to pursue the Paris Agreement’s 2°C target and 1.5°C effort target, and to address climate change, the Government of Japan and the Government of Thailand agreed the new Memorandum of Cooperation on the Joint Crediting Mechanism (JCM) including the Premium Thailand Voluntary Emission Reduction Program (Premium T-VER) at the Joint Committee of the JCM between Japan and Thailand on September 23rd, 2024.
  • The JCM*1 aims to facilitate diffusion of, among others, leading decarbonizing technologies, products, systems, services and infrastructure as well as implementation of mitigation actions, thereby contributing to greenhouse gas emissions reductions or removals and sustainable development in Thailand, and the achievement of nationally determined contributions of Japan and Thailand. Both governments implement the JCM in accordance with the relevant domestic laws and regulations in force in respective countries.
  • To formulate higher quality JCM projects in Thailand, enhancing understandings of JCM including the new rules and guidelines is necessary in Thailand. Therefore, the objective of this seminar is to share the new rules and guidelines as well as the recent developments of the JCM. The presentation covers the financing programme which is provided by Japanese side.

Seminar Objectives:

This Seminar aimed to: 

  • Understand Thailand’s mitigation policy as well as the Article 6, its relevance to Thailand’s climate objectives and the JCM.
  • Grasp the fundamentals of the JCM and how it operates as well as the Premium Thailand Voluntary Emission Reduction Program (Premium T-VER).
  • Share guidelines and procedures as well as case example of the Financing Programme for JCM Model Projects*2.

Target Audience:

This seminar was designed for key stakeholders in Thailand’s climate action efforts, including:

  • Private companies considering introducing equipment using decarbonizing technologies in Thailand
  • Government officials

After the seminar, networking with buffet lunch held for the participants. In addition, GEC and TGO had individual consultations with companies considering applying for JCM Financing Programme.
