Description of the project | The project is to switch fuel consumption from Coal to Natural for Boilers at Khabarovsk CHP-1 and to reduce CO2 from that fuel switch. It will be expected to commence construction in 2005 and will be entered into commercial operation. |

Baseline methodology/additionality | (Baseline Scenario) 4 possible scenario of Khabarovskenergo in the future was considered through making PDD. Most likely case from such discussion is the case that Khabarovskenergo may produce electricity and heat by good maintenance equipments. (Boundary) It is set out the boundary that is emission from the objected boilers directly, from transportation of coal indirectly and another effects out of Khabarovskenergo power plants. It is not calculated of CO2 reduction from cut of coal transportation and considers only from emission of gas pipeline by using 384,000kg-CH4/PJ that is the data of former soviet union. We concluded that it is quiet low possibility to build a new coal boiler station because of inefficient heat network using. (Additionality) The business plan is not so feasible without ERU revenue. Because natural gas will be international price. Then Khabarovskenergo is not able to get any revenue from the fuel switch. Therefore they cannot realize the project without the Kyoto Mechanism. |

Monitoring methodology | It will be monitored only parameters at Khabarovsk CHP-1, mainly fuel consumption amount. CO2 emission will be calculated by using emission factors of each fuel. Therefore calculation itself must be monitored as main parameter. Electricity and heat will be considered. |
Environmental impact | The installation of the gas using equipment at Khabarovsk CHP-1 will allow improving labor conditions; first of all by means of improving the reliability of the equipment operation, cost savings on fuel preparation and storage, catching the fly ash, warehousing and storage of ash and slag waste. |
Issues and tasks for project implementation | To realize the project, most important thing is to purchase ERU from the project. Toyota Tsusho will work for such sales in Japan. |
