Description of Project ActivityThe project is implemented at Shaanxi Dongling Smelting Co., Ltd. of lead and zinc production in Shaanxi province, China. It aims to recover waste energy from 4 sources for generating electricity with 20MW capacity of electricity generating system. As implementing the project, 135,390MWh/a of electricity is sent to the North-West Power Grid (NWPG), then 112,910tCO2/year of GHG will be reduced.
Methodology to be appliedACM0012
Baseline ScenarioAccording to ACM0012, the baseline scenario is determined as the case where the 4 kinds of waste energy are flared or released to the atmosphere and the comparable amount of electricity is supplied from the grid connected electricity generating facilities.
Demonstration of AdditionalityWithout consideration of the CER revenue, the project IRR will not reach the benchmark, on the other hands it will be above the benchmark with the revenue; therefore it can be conclude that the implementation of the project is additional.
Estimation of GHG Emission Reductions112,910tCO2 per annual
Monitoring PlanThe monitoring plan is carried out in accordance with ACM0012. The main monitoring items are; electricity generation, electricity sent to NWPG and waste energy recovered. The accumulated data is recorded by month and the monitoring meters are calibrated per annual by the project owner.
Environmental Impact Analysis
  • Impact on atmosphere:
    There will be little negative impact on atmosphere since no additional fossil fuel is charged.
  • Impact of water:
    The impact of water environment can be considered very small since there will be a very little amount of waste water for implementing the project; the waste water is treated to meet the Chinese national standard.
  • Impact of solid wastes:
    The impact of solid wastes (dust and daily waste) can be considered very small since those wastes are treated to meet the Chinese national standard.
  • Impact of noise:
    There will be little negative impact of noise since the project owner installs low-level-noise equipments and silencers; therefore the noise level from the project site will meet the Chinese national standard.
Project FeasibilityTesting operation has already started from Dec, 2010 with recovering 3 kinds of waste energy (COG, BFG and WFF). It is supposed to start the official operation from Jan, 2012 after installing all equipments by 2011.
"Co-benefits" (i.e. Improvement of Local Environmental Problems)Owing to the implementation of the project, part of the electricity would be substituted which is generated at the other electricity generating facilities almost dominated with coal-fuelled; therefore 327.49 tones of SO2 would be reduced annually then contribute to improving the quality of local atmosphere.
Contribution to Sustainable Development in Host CountryIn China, great part of electricity is generated with coal-fired electricity generating system; the rate is quite higher than other country. Then the project aims to reduce the coal consumption substituting waste energy for coal.
Moreover the project will vitalize the local economy creating job opportunities; thus the project would contribute to the sustainable development in China.
