Description of Project ActivityThe proposed PoA aims to introduce plant type commercial biogas digesters that use municipal organic waste as main feedstock to provide biogas for households in provincial cities which are not covered by natural gas distribution pipeline networks in Bangladesh.
Methodology to be appliedAMS-I.E, and AMS-III.AO
Baseline ScenarioThe baseline scenario for CPAs under the PoA would be the continuation of using non-renewable fuels for meeting thermal energy for cooking and the situation where, in the absence of the project activity, biomass and other organic matter (including manure where applicable) are left to decay within the project boundary and methane is emitted to the atmosphere.
Demonstration of AdditionalityThere are three possible ways to demonstrate the additionality:

(1) to apply first-of-its-kind concept in prevailing practice barrier analysis (i.e. in Bangladesh, there has been no any activity of biogas supplying through plant type biogas digesters with municipal waste.

(2) to apply the guideline of “GUIDELINES FOR DEMONSTRATING ADDITIONALITY OF RENEWABLE ENERGY PROJECTS =<5 MW AND ENERGY EFFICIENCY PROJECTS WITH ENERGY SAVINGS <=20 GWH PER YEAR”.

(3) to apply CPA wise IRR analysis

Among them for (1) it needs a clarification from EB; for (2) it has not covered type III projects and its applicability to PoA is still in doubt.
The (3) promises the additionality demonstration even the above two options are not applicable.
Estimation of GHG Emission Reductions2,700tCO2 (for CPA#1, average over the crediting period)
Monitoring PlanThe program coordinator, Grameen Shakti and its corresponding branch offices are to conduct monitoring.
The typical parameters need to be monitored includes biogas production, household fuel consumption amount wastes and its composition, power and fossil fuel consumption through the project activity and additional transport and vehicle type by the project if needed.
Environmental Impact AnalysisThe PoA does not bring any negative impacts on the environment.
Project FeasibilityGrameen Shakti is considering of financial adjustment for the project. There is possibility of using funds from development countries.
"Co-benefits" (i.e. Improvement of Local Environmental Problems)Environmental benefits of the PoA are:
The project improves household indoor air quality, protect forests through replacing woody biomass with renewable biogas and reduce municipal wastes on unmanaged landfills.
Contribution to Sustainable Development in Host CountryThe programme will provide a low carbon urban development model through providing affordable clean energy for households in local cities of LCD (Least developed country).
