Description of Project ActivityThis project will be constructing waste recycling and treatment facility with capacity of 200t/day, to handle the household wastes generated at Hai Duong city and 4 other district in Hai Duong Province, where is located about 50km east from Hanoi, the capital city of Vietnam. The project will be invested and operated by APT-Seraphin-Hai Duong, which is a local private company. The project will avoid the release of methane gas from landfill site by aerobically treatment (composting) the organic waste. The project is expected to start on December, 2010.
Taking up the above mentioned project as a model, we also studied the possibility of utilizing “Programmatic CDM” to support the implementation of policy on decreasing the amount of waste disposal to the landfill site, developed by Vietnamese Ministry of Construction.

Baseline ScenarioOrganic wastes from household will be disposed of directly to the landfill site in the baseline of this project, as this option is the most typical method introduced in Viet Nam, from both technical and economical reason.
Demonstration of AdditionalityBased on “Tool for the demonstration and assessment of additionality (Version 05.2)”, the survey found the existence of investment barriers (lack of income, difficulty in securing sufficient budget for operation and maintenance).
Estimation of GHG Emission Reductions246,030tCO2/10years
Monitoring PlanMonitoring method described in AMS-III.F "Avoidance of methane emissions through controlled biological treatment of biomass (Version08)" and "Tool to determine methane emissions avoided from disposal of waste at a solid waste disposal site (Version 04, EB41)" will be used. The project will monitor items such as; fuel/electricity consumption, production amount of compost.
Environmental Impact AnalysisAPT-Seraphin conducted Environmental Impact Assessment (EIA) in 2007 based on law of Viet Nam and received the approval from Hai Duong Province People’s Committee in December of the same year. No negative comment was given to the EIA report.
Project FeasibilitySecuring sufficient income (negotiation with province on the possibility of increasing the entrustment fee of waste treatment and/or developing CDM project to obtain CER sales income) is the key of the business feasibleness. Acquisition of business license, land and EIA approval is completed.
Pollutants Emissions ReductionThe project contributes to expanding the life of landfill site. 38.5% in volume is expected to be decreased if the organics in household waste will be composted. Amount of land-filling waste can be decreased if other waste compositions (plastic, paper, etc.) will be recycled.
Contribution to Sustainable Development in Host Country"Exclusive Criteria" and "Priority Criteria" which is the component of VN CDM standard shows keywords that can evaluate whether the project contributes to the sustainable development of Vietnam or not. Following describes that the project will contribute to the sustainable development of Vietnam;
The project "decrease GHG emission" and will generate "CER income". The project also "decrease air pollution material/gas besides GHG gas", and decrease "waste generation" through recycling. The project also produces 140 direct "employment in rural area" and also "improves the living environment" in the area by proper waste management.
