Description of Project Activity | The purpose of the small-scale project activity is to reduce GHG emissions from buses operating by Jinan Public Transport Group Company (JPTGC) in Jinan city, Shandong Province, China. The idling stop device was developed in Japan to prevail the idling stop technology for existing/used vehicles. It is possible to ease driving operation to stop idling compare to manual operations of turning the engine off and on by the ignition key. In the project activity, project entities install the post-fit type idling stop devices to total 2,000 numbers of existing/used buses. It is achieved the fuel saving with stop idling, as a result, it is expected average 4,000tCO2 emission reductions in one year during the project period. The air pollutant emissions such as NOx and PM are also reduced at the same time. |

Baseline Scenario | Baseline scenario assumes that the bus installed with post-fit idle stop equipment will continue to use diesel fuel and to conduct idle stopping operation when such bus stops at terminal, signalized crossing, bus stops, traffic jam, etc. Jinan Public Traffic Company (JPTC) does not have any plan to introduce new bus that the idle stopping system has been installed at manufacturer’s factory. The idle stop equipment of post-fit type is the first technology proposed to JPTC by Japanese side as a proven technology in Japan aiming at increasing of energy efficiency for bus operation. This project is the first of its kinds in China that tries to introduce a similar technology. The regulation to enforce the idle stopping operation of vehicles has not been implemented neither by the Municipal Government of Jinan City, Provincial Government of Shandong Province nor by the Central Government of China. As such the application of post-fit type idle stopping system cannot be considered as the baseline. |

Environmental Impact Analysis | No adverse environment impact is assessed. It is assessed that the use of idle stopping equipment is possible to save the fuel consumption during the period of stopping of vehicle at crossing, bus stop, traffic jam, etc. As the project does not associate with construction works, the project is not a subject of environment impact assessment analysis. |
Project Feasibility | The priority of action was given to overcome the technological barrier that hinders the introduction of post-fit type idle stopping device, as it was not possible to evaluate and implement actual introduction plan that include a determination of vehicle type, vehicle number and bus operation route until the time that the energy efficiency due to the use of idle stopping system can be verified and a stable operation of device as well as vehicle can be certified. In March 2010, the JPTC expressed their expectation that the Study will be continued to make sure of the effects of the system and agreed to apply the methodology prepared as a new CDM methodology on small scale project. Under such circumstance, the application of methodology relevant to the Project is determined to be carried out as soon as possible. It is estimated that the period needed for the registration of actual project to UNFCCC is around 16 months after the application of the new CDM methodology concerned. |
Pollutants Emissions Reduction | The idle stopping system is possible to contribute effectively to improve the air quality in the area where the project will be implemented because of emission reduction of NOx, CO, PM, THC during the stopping period of Vehicle become available. |
Contribution to Sustainable Development in Host Country | The application and use of the post-fit type idle stopping device to a large number of vehicles will contribute to save the fuel consumption thereby reduce the volume of fossil fuel consumption as well as to reduce the air pollutants at the same time. The installation of post-fit type idle stopping device to a large number of vehicles will push up the technical standards level of electronic technology of China concerned to automobile industry in general and automobile repair and maintenance industries in particular, thereby, the promotion of vehicle navigation system as well as ETC can be accelerated. In such a way, the project will possible to contribute to sustainable development of concerned industries in China. |
