| Description of Project Activity | The Project aims to collect landfill gas (LFG) comprising mainly methane gas generated on Al Akidar Landfill Site in Irbid City, Hashemite Kingdom of Jordan, and to combust/destroy the gas through flaring. The landfill site has an overall area of approximately 60 ha, it started operation in 1990, and it is scheduled to continue operating as a landfill disposal site for some time to come. The project proposes to install landfill gas (LFG) collection pipes, and to collect and treat LFG. The collected LFG will be sent to a flare stack, where it will be combusted/destroyed. Through doing this, since methane will be converted to carbon dioxide, it will create a greenhouse gas reduction effect. The system is composed of gas collection equipment (vertical extraction wells, horizontal gas drains, blowers, airtight sheet), gas treatment facilities, gas storage equipment and flare equipment. The collected LFG could be utilized for power generation, however, since the amount of LFG is unclear and the unit price of retailed power is low, this has not been included as a component in the Project. |

| Baseline Methodology/ Additionality | Baseline setting: Version 8 of ACM0001 “Consolidated baseline and monitoring methodology for landfill gas project activities” shall be applied to the project. The following scenario has been set for the baseline:
Additionality will be demonstrated using the “Tools for the demonstration and assessment of additionality.” In this, the baseline scenario will be identified and demonstrated via a process of screening and investment analysis. In the investment analysis, a benchmark shall be used to demonstrate that the project is not the baseline. |

| Issues and Tasks for Project Realisation | In the Project, negotiations are being advanced based on the assumption that the participants on the Japanese side will make the initial investment (bearing of construction costs, etc.), while Irbid City Public Services Commission will handle all other operation activities (monitoring, operation and maintenance of instruments, accounting, management of ERUs, outsourcing and subcontracting, personnel affairs and reporting, etc.). The possibility of inviting El Concorde Co., which has been a cooperating entity in the Study, as a Project implementing party is also being examined. It is scheduled to implement the Project works in the second half of 2008 and to advance preparations with a view to commencing operation from January 2009. A Project implementation period of 14 years is scheduled. Since uncertainty exists over the projected incoming amount of solid waste and the generated amount of LFG and there is also risk concerning setting of the Project period, it will be necessary to carefully assess these risks when advancing the Project. |
