Description of Project ActivityThe project is to produce biodiesel-fuel (BDF) from Jatropha seeds in Madagascar, by entrusting the local farmers to plant Jatropha in the area which is non-forest and without eligibility of the AR-CDM being projected in Madagascar by a Japanese company. The produced BDF is supplied, as alternative fuel of diesel oil, to the electric power stations where fossil fuel is being used now.

Baseline Methodology/ Additionality1. Baseline methodology
The approved methodology of small-scale CDM project, “AMS-I.D.: Grid connected renewable electricity generation (Version 13)” is applicable for the project.
According to AMS-I.D., the baseline of the project is the total of (1) and (2) below;
(1) Baseline emissions from electricity generation in Toamasina interconnected electric system
    To Multiply the total amount of electricity generated at power plants in Toamasina grid during a year (kWh) by the carbon emission factor for Toamasina grid (kgCO2e/kWh).
(2) Total baseline emissions from electricity generation in micro grids
    To Multiply the total amount of electricity generated at power plants in micro grid during a year (kWh) by the carbon emission factor for diesel generating unit of power plant (kgCO2e/kWh).
2. Additionality
In Madagascar, there are no cases of BDF production, and no project plans whose concrete execution is anticipated. Namely, the BDF production technology applied by the project activity has not spread in Madagascar, and the technological barrier exists. Therefore, the project is considered to be additional.

Monitoring MethodologyParameters necessary for the calculation of baseline emissions, project emissions, and leakage. Major parameters are as follows;
  • Amount of the electricity generated by using BDF
  • Distance for BDF transport to respective power stations
  • Amount of fossil fuel consumption in the project site
  • Weight of the synthetic fertilizer used for Jatropha plantation
  • Weight of the organic fertilizer used for Jatropha plantation
Moreover, according to AMS-I.D., the amount of BDF consumed for electricity generation is monitored, too.
Environmental Impact AnalysisEnvironmental impact examination is needed in all CDM projects in Madagascar. EIA relating to BDF plant which is constructed by the project is necessary. Moreover, not limiting to the forest, the execution of EIA is needed for the plantation of 1,000ha or more. Therefore, the execution of the EIA is included in the project, though the plantation of Jatropha is executed by the farmers. In the project, the possibility of environmental impact, such as water pollution by drain from the plant, noise, vibration, and soil pollution, is assumed. Therefore, those who execute the project should design the project according to relating all regulations and standards, and take appropriate decrease measures to the one with large negative influences.
Issues and Tasks for Project Realisation[Jatropha Plantation]
Though the leader in the village exists in Madagascar, there is hardly the communications among villages. Therefore, a Japanese plantation leader is indispensable to do the plantation work in Madagascar. First of all, small-scale model business should be started with the dispatch of a Japanese plantation leader for future establishment of plantation technique.
[Procurement of raw materials/Jatropha seeds)]
The project proposes to procure Jatropha seeds by import until seeds of enough oil content can be harvested in Madagascar. It is presumed that only Myanmar can supply a large amount of Jatropha seeds at the moment. It is required to visit Myanmar for checking the situation of Jatropha plantation and the details of its plan there, and to negotiate about procurement of Jatropha seeds with the government.
[Improvement of economy]
The project proposes supplying BDF to 31 electricity generation plants. However, for the improvement of further economy, it is necessary to expand the sales fields to a specific transportation company and/or general diesel cars in Madagascar.
