Description of Project Activity | The purpose of this project is to improve efficiency of public lighting systems and reduce energy consumption in Ho Chi Minh City. The civil public lighting systems which are located on small alleys in Ho Chi Minh city are built by local residents according to their needs. Due to its voluntary system, the efficiency and maintenance situation are not good and it consumes extra energy. The Project comprises of designing and installing new lighting systems. Before implementing project at 24 districts in Ho Chi Minh city, ECC started pilot project at 24 alleys in district2 and district 3. With the effect and benefit from this pilot project, ECC aims to expand the Project to all 24 districts in Ho Chi Minh city. The purpose of this study is to review the feasibility to implement this project as a Programme of Activities. |

Baseline Methodology/ Additionality | AMS-II.C.” Demand-side energy efficiency activities for specific technologies” is applied. Additionality is demonstrated based on investment barrier and also barriers due to common practice. The civil public lighting systems which are located on small alleys are not managed by government or power company but voluntarily installed by local residents. Implementing the Project without CDM approval is not the baseline due to the presence of investment barrier considering initial investment and maintenance cost. In addition, it is difficult to assume that local residents change luminaries to efficient ones because they do not pay electricity fee. Faced with these barriers, the Project is considered additional. |

Environmental Impact Analysis | Environmental Impact Analysis (EIA) is not required for this type of project, according to Vietnamese regulation. One possible concern is release of mercury which may happen if fluorescent lamps are not disposed properly. In the Project, ECC will collect replaced fluorescent lamps and hand them over to local scrapping company where mercury will be properly collected for recycling. Therefore, not significant environmental impact is expected from this project. |
Issues and Tasks for Project Realisation | Financing is a major concern for implementation of this project. The budget of Ho Chi Minh city is only for the first CPA at district 2 and district 3. Also, CER revenue from CPAs is not enough to expand the Project to the other alleys and districts. It will be necessary to raise money for expanding and maintenance of the Project activities by proving environmental and social benefit of this project. |
