Description of Project ActivityThis project involves reducing methane, that are emitted into the atmosphere from existing open lagoons, by installing anaerobic digester at a starch processing plant located in Tay Ninh Province, Vietnam. This project also involves reducing CO2 emissions from combustion of fossil fuel by using captured methane for generating heat energy and electricity.

Baseline Methodology/ Additionality
  • Baseline methodology
This project consists of 3 components based on the category of Small Scale CDM.
  • Methane Recovery in Wastewater Treatment (AMS-III.H.)
  • In this case, the baseline scenario is continuation of the present open lagoon based treatment of organic wastewater and release of methane into the atmosphere. The emission reduction of this component will be below the limit 60ktCO2/yr for type III project activity.
  • Thermal energy for the user with or without electricity (AMS-I.C.)
  • In this case, the baseline scenario is continuation of using coal to generate heat energy for starch drying process. The total of maximum output capacity of heat generation equipments will be below the limit 45MW for type I.C. projects.
  • Grid connected renewable electricity generation (AMS-I.D.)
  • In this case, the baseline scenario is continuation of using grid electricity for the starch processing. Maximum output capacity of the renewable energy generation unit will be below the limit 15MW for type I.D. projects.
  • Additionality
In accordance with analysis of investment barrier, this project will not be BAU because the IRR without CER would be smaller than benchmark. This project will be profitable only by using CER.
Estimation of GHG Emission ReductionsEstimated emission reductions in the project activity are 24,294tCO2/yr and the amount of emission reductions through the crediting period will be 242,940tCO2. Estimated emission reductions of each component are shown below.
  • Methane Recovery in Wastewater Treatment(AMS-III.H.): 21,928tCO2/yr
  • Thermal energy for the user with or without electricity (AMS-I.C.): 1,377tCO2/yr
  • Grid connected renewable electricity generation (AMS-I.D.):989tCO2/yr
Monitoring MethodologyMonitoring methodology was planned based on the approved methodology of small scale CDM AMS-III.H., AMS-I.C. and AMS-I.D. Ex-post emission reductions are determined by measuring the methane captured and destroyed by the project activity
Environmental Impact AnalysisProject overall impact on environment during construction and operation will not be negative and improved of the present environment situations.

Issues and Tasks for Project RealisationThe result of the feasibility study suggests that this project will be profitable with using CER. The following subjects should be confirmed for the project implementation.

  • Sudden rise of fossil fuel cost
  • Shortage of electricity supply of the grid
