Description of the projectThe main objective of the project is to develop a bio-coal briquette plant at a Huainan Mining Group Limited site in China’s Anhui province. The plant is to have a production capacity of 100,000 tons per year but produce less CO2 greenhouse gases than an equivalent conventional plant on the order of 56,457 tons per year. Japanese technology for producing bio-coal briquettes will be used in the project. Bio-coal briquettes contain coal as a primary fuel and biomass as a secondary agent to encourage cleaner burning. Coal and biomass is dried, pulverized, roller-pressed under high pressure and shaped into briquettes. The addition of the biomass increases the volatile matter in the briquette, leading to increased ignitability and combustibility of the primary coal. Slaked lime additives absorb SO2 emissions and the end result is a reduction in CO2, SOx and soot emissions. The project scenario as to how and why the bio-coal briquette technology could meet with CDM regulation is as follows: Bio-coal briquette composites of raw coal and agricultural waste materials, produce heat inside a generator. The process is monitored and project participants have full access to data collected.

Baseline methodology/additionalityAn approved baseline methodology does not currently exist, because the project uses new bio-coal briquette technology as a substitute energy resource for standard coal fuel. As such, HOKUYO CO., LTD. proposes a new baseline methodology: A heat source created from the combustion of raw coal material and bio-mass agricultural waste in a briquette composite. Additional approval will also be required because the project has a low IRR (6.66%) unless it receives CER credits and also, production efficiency could be improved though China has no experience with the bio-coal briquette fuel (BBF) technology because the principal technology would be provided from Japanese engineering company. Furthermore, the bio-coal briquette business weakness also be improved by CDM approval.

Issues and tasks for project implementationThe conditions favor the success of the project. Firstly, our project partner, Huainan Mining Group Limited, is in an ideal position to manage the project. It has adopted the project as an official medium-term management strategy and one of the company’s main operating organizations has decided to establish a new subsidiary to assess and develop bio-briquette technology. Secondly, Anhui Province, where the project is based, has ready supplies of raw coal and agricultural waste materials plus the infrastructure required to supply these materials to the project site. Finally, we are confident that this project meets the official government policy guidelines on addressing environmental problems given in China’s 11th Five-year Plan. Bio-coal briquette technology offers effective solutions for the environment deterioration and energy saving issues facing China today.
