Description of the projectThe project proposes to conduct power generation and gas combustion using landfill gas (LFG) comprising mainly methane gas generated from Ghabawi Landfill Site in Amman, the Hashemite Kingdom of Jordan. The project site covers approximately 11 ha, it started operation in 2003 and is planned to continue taking in waste until 2007.
The project proposes to install landfill gas (LFG) collection pipes at Zytomyl Landfill Site, and to collect and treat LFG before utilizing it for power generation in a gas engine generator (GEG). The generated power will be sold to the local grid. Meanwhile, LFG that cannot be used in the GEG will be combusted and destroyed via flare stacks.
Since the power generated by this system will enable power stations within the grid to reduce consumption of fossil fuels, the project can be expected to have an effect in terms of energy saving and reduction of greenhouse gas emissions. Moreover, concerning the LFG that cannot be used in the GEG, since methane can be converted to carbon dioxide as a result of combustion and destruction in the flare stack, the greenhouse gas reduction effect will be further boosted.
The system is composed of gas collection equipment (vertical extraction wells, horizontal gas drains, blowers, airtight sheet), gas treatment equipment, gas storage equipment, power generation equipment, power transmission equipment and flare equipment.
The capacity of the power generating equipment shall be set in such a way that stable generating output can be secured and the investment effect is enhanced. That is, capacity shall be set so that rated power generation can be secured irrespective of fluctuations in collected gas during the project period.
Capacity of the gas engine generator shall be determined upon starting the actual LFG collection and conducting reexamination upon gauging the amount of gas collected. In the event where the generated amount of LFG is much less than estimated or is fairly unstable, consideration shall be given to the option of not installing a generator and only flaring the methane gas.

"ACM0001/Version5 Consolidated baseline methodology for landfill gas project activities" will be applied in the project.
The following scenario was set for the baseline:
- Handling of LFG: No LFG collection is carried out at all.
- Grid emissions coefficient: the value approved by the Jordanian government

Demonstration of additionality
Additionality will be demonstrated using the "Tools for the demonstration and assessment of additionality." Within this, the baseline scenario is identified and it is demonstrated via screening and investment analysis. In the investment analysis, the benchmark shall be used to demonstrate that the project is not the baseline.
Estimation of GHG emissions1,460,439t-CO2 (total for 2008-2021) is estimated.
Monitoring methodology“ACM0001/Version5 Consolidated monitoring methodology for landfill gas project activities” will be applied in the project.
Environmental impactThe project will impart the following favorable environmental impacts and is thus consistent with environmental protection policy:
-Environmental improvement effect in terms of odor prevention on the disposal site
-Environmental improvement effect in terms of reduction in discharge of pollutants into the atmosphere (due to collection of LFG)
-Environmental improvement effect in terms of prevention of fire on the disposal site
Effect from substitution of deteriorated power generation systems
Issues and tasks for project implementationIn the project, the project participants on the Japanese side will provide the initial investment (bearing of construction cost, etc.), while Amman City will be responsible for the implementation of all other operating matters (monitoring, equipment operation and maintenance, accounting work, ERU management, subcontracting, personnel affairs, reporting, etc.).
It is scheduled to commence the project works from January 2008 with a view to starting operation from July 2008. The project is scheduled to be implemented for 14 years.
In the project, since there is uncertainty regarding the forecasted quantity of incoming solid waste, the forecasted quantity of LFG generation, setting of the project period and so on, it will be necessary to carefully monitor such risks while advancing the project.
