Description of the project | The project aims to construct a run-of-river type hydropower plant at 2 sites (Kimanis Kanan and Kimanis Kiri) on Kimanis River in the northwest parts of Sabah, Malaysia, and connects to the local grid to sell the generated electric power. The total maximum output for two sites would be 4MW. Since the generated electric power is clean energy which accompanies no GHG emissions, implementing this project will contribute to the reduction of GHG emissions through enabling reduction of fossil fuel consumption in thermal power generation on the grid. |

Baseline methodology/additionality | The baseline would be determined by applying small-scale CDM simple methodology AMS-I.D. "Grid connected renewable electricity generation". The baseline emission would be calculated by multiplying the power generation (kWh) and the emission factor (kg CO2/kWh). The emission factor is determine using CM, the average of Simple OM and BM. The additionality has been explained from the viewpoints of investment barrier (low profitability) and barrier due to prevailing practice (latest situation of hydropower development). |

Monitoring methodology | AMS-I.D. will be applied in the project, and power generation will be measured based on this methodology. It is planned that power generation will be measured by kWh meter set in the connection point with the grid. |
Environmental impact | The EIA shall be conducted by local environmental consultant appointed by the State government in which conditions of air, water quality, noise and other factors are evaluated in line with environmental regulations of the country. Since the project is a run-of-river type hydropower generation project which generates little impact to environment, and by our own evaluation based on the field surveys, we believe that the project will satisfy each regulation values. |
Issues and tasks for project implementation | Although the project feasibility would depend on the factors of instability such as the result of discussion on the price of power selling and change of CER price, considering low country risk in Malaysia, it is recognized that the project has potentiality to implement as CDM project. However, since the project still has some subjects as stated below, it is required to exam them and improve accuracy of evaluation of the project. * It is necessary to conduct topographic survey to improve accuracy of generation plan. * It is necessary to have preliminary consultation for price of power selling with SESB. * It is necessary to reevaluate construction cost. |
