The Toolkit is released to assist the initial assessment of expected CERs generated from a CDM project activity.
In the case project participants plan to develop a CDM project, they should assess the feasibility and profitability of the planned project. However, the profitability of the CDM project depends on how many CERs to be generated and then issued. CERs are issued by the CDM Executive Board (EB) on the basis of the verification report and in accordance with the decisions by the COP/MOP and the CDM EB.
Therefore there are the increasing needs of project participants to estimate how many CERs are to be generated/issued.
The Ministry of the Environment, Japan, and GEC respond to this demand by releasing the CER Estimation Toolkit. The Toolkit provides the estimation of CERs generated from certain types of projects as follows:
Increasing the blend in cement production;
Substitution of fossil fuels with alternative fuels in cement plant;
Methane avoidance by anaerobic wastewater treatment;
Landfill gas recovery and flaring;
Methane avoidance through composting;
Electricity generation from biomass residues; and
Electricity generation from waste heat recovery.
The Toolkit has been updated as version 2.0, as of March 2007.
