Description of the projectInvestigating the introduction of collection and effective utilization systems for land fill gas (LFG), which is generated at the waste landfill sites in Sao Paulo (Itanhaem city, Carapicuiba city, and Mogi Guacu city). By operating this system, methane gas emission is going to be decreased. The methane gas has green house effect, which is 21 times as much as CO2. Contribute to the economical development in Brazil continuously by this project.

Baseline methodology/additionality“Tool for the demonstration and assessment of additionality” has been used for the investigation for the baseline scenario and additionality for this project at 17th CDM Executive Board.
The Baseline scenario is shown below.
“The landfill operator adheres to the business as usual practice of not collecting and flaring landfill gas from its waste operations or flaring just a small fraction of the gas, for safety reasons. In this case, no power is generated at the site and the Brazilian power system remains unaffected. ”
Current Brazilian legislation does not require that landfills collect and dispose of landfill gases, and there are very few landfills in operation in Brazil that have been designed to collect, flare or utilize the full amount of gas generated. This project activity will not generate any financial or economic benefits other than CDM related income.
Estimation of GHG emissionsThe volumes of reduction landfill gas from the site were estimated using the US EPA First Order Decay Model. The total decreased amount of GHG emission at Itanhaem city, Carapicuiba city、and Mogi Guacu city is showed below, within seven years, the amount is going to be 294,772t-CO2, and it is also going to be 698,067t-CO2 within 21 years.

Monitoring methodologyThis monitoring methodology was specifically developed for landfill gas capture projects using baseline methodology ACM0001.
Environmental impactItanhaem city, Carapicuiba city and Mogi Guacu city can invest in the equipments to solve the environmental problems, only after these projects are executed. As municipalities that are financially stringent will continue only to dispose the waste inadequately, these projects have good influence on the regional environment.
Issues and tasks for project implementationThe expenses for this project, for the facility and constructions, would be financed by governmental financial facilities, including Caixa Economical Federal, and local financial facilities.
Furthermore, not only in Brazil, but also in other counties have the structure of rights and interests in the solid waste management businesses.
This right and interests structure could be the possible obstacles in the future projects and business; more definitive research about this issue is also needed.
